28 Co-citizens! The new protectorate government has taken over the leadership of the autonomous administration with the determined will to serve the people and the rich. The reorganisation of public administration, which is in line with its character and practical requirements, is one of the means by which the public administration under the leadership of the government functions quickly, professionally and sparingly. The new government is aware of its responsibility. At the turn of time, which the whole world is taking part, one must bear in mind the meaning of the new time, must make clear decisions, must not look backwards and must start working for a new life. Through the integration of the Bohemian countries into the empire, our state-law position was decided. A numerically small people requires the retention of a large and powerful people. The historical development, geographical situation and necessity of a European redesign enjoin the integration of the Czech people into the framework of the Great German Empire. Through the establishment of the Protectorate, we were given the opportunity to manage ourselves in accordance with the interests of the Empire itself and to determine our own destiny in this way. So it is not just by the leadership, but by the whole Czech people which position it will take in Reich and in the new Europe. We are witnessing at the moment how great peoples have lost their will to live and have lost themselves through
