In addition, it can fulfil all the functions that are gladly performed in the integrated eastern areas by the various settlement authorities and settlement networks. However, this association of responsibilities and powers to a department does not appear logical only with regard to the previous Czech organisation. On the contrary, it is justified by the fact that the relatively small expansion of the German people's soil and the comparatively small proportion of Germanism in the population as a whole does not in any way make a wide-ranging and diversified administrative apparatus of a wide variety of departments appear doable. Moreover, such a multi-part structure of new judicial services would hardly be able to enjoy the advantage of "districting" which is extremely desirable in view of the existing autonomy, as is possible in the case of the department of the commissioner's head by its incorporation into the existing organisation of the Czech Land Office.
