44 f h i. /7/2.4t I The consolidation of German ethnicity within the Protectorate of Bohemia and Moravia takes place in the territory of land and settlement by the recovery of former German folk soil and by the reorganization and purification of the German rural communities, whereby in particular the basis of life for the blood-likely valuable families of peasant and non-farmer folk is secured in the long term. II The stock of land, which is available for these purposes until now, consists of the remaining stocks of the former Czech land reform (domestic and non-partisan land), state-owned enterprises, property belonging to enemy or anti-state property, the former Jewish land ownership, the enterprises forced to administer because of poor management or failure to comply with the regulations of the food industry. The economic supervision of these holdings and properties, their management and economic improvement is in the hands of the owners and coercive administrators appointed and supervised by the Land Office. III 1O1C The rural communities in the German regions of the Pro- tectorate show to a greater extent the effects of the times of crisis before the take-over of power by the National Socialism in economic and cultural terms; in addition, the impact of the popular struggle led by the former Czech government by all means, which has largely affected even the popular and biological resilience of the families.
