In this context, it is important to note that, in the case of the United States and Japan, there is a need for a more flexible approach to the problem of unemployment and the need for greater flexibility in the labour market, particularly in the field of social protection, and in the area of social security. In accordance with the circular decree of the Reichsführer SS Reichskommissar für die Festigung deutschen Volkstum dated 12.9.1940, I/K 0 3 b/28.3.40, it can be thought of in the following groups, taking into account the special conditions in the Protectorate: A) Germans who have professed Germanism. B) Persons who have not made a commitment to Germanism. C) Persons to be expelled and to be given special treatment. A) Germans who have made a confession to Germandom. They are divided into the following groups for the internal service: 1) a) People's Germans, who have actively engaged in the popular struggle. Apart from belonging to a German organization, an active commitment is also considered to be any other conscious commitment to the German towards the foreign people. b) Germans who did not actively support Germanism, but who proved to have fought for Germanism. Lan03 2) German tribes who, over the course of time, have entered into ties with the Czech Republic, but because of their behaviour, have the preconditions for becoming fully-fledged members of the German People's Community. This group also includes persons of non-German descent who live in a mixed ethnic group before a German national, if the German part has prevailed in the marriage. 3) German-speaking people who were German-born, who were formerly fully comechized (renegats). 4) German-based people who are repopulated by foreign ethnic groups. 1O6TA-S1
