Prague, 9th February 1940. -103 Subject/ Minister Klumpar and "Český dělník" I spoke to Minister Klumpar last week and pointed out that the magazine "Česky děllík" will have a deficit of about 1 00.O0o K since the adoption of the Orbis publishing house on 1 October until the end of this year, which is mainly due to the mismanagement of the trade unions.I also explained to him that there is a prospect that the *Česky děLnik" could be brought into balance next year. However, it was not the Orbis publishing house to bear the resulting deficit. I therefore asked the minister to cover the deficit. Minister Klumpar politely but formally refused any grant to the "Česky dělnik*. He said to me, among other things: "We will have to replace part of the losses suffered by the union, but I do not have the means to grant the Orbis publishing house any subsidy under this title. I also do not want the matter to be dealt with in the Council of Ministers, because in this case I would be forced to announce my/arguments. As long as the Czech press is generally passive, there is no interest in keeping a magazine artificially alive for the Czech workers in the Reich through subsidies.By the way, I already have Dr. Frhr. v.Gregory and Mr. v.Wolfram explained that there is no interest in the continued existence of the magazine" I objected to this view and told Minister Klumpar that I had to take further steps, of course.
