124 Reichs can only be mastered by the uniform use of all economic forces, is also in no way doubted by me. However, as far as the Protectorate is concerned, this uniform use was already completely guaranteed by the rights of instruction due to the commissioner for the four-year plan. Here, the execution of the orders and guidelines obtained exclusively from the Reichsprotektor was in its hands, a procedure which, according to my conception, has been working smoothly and has proven itself in many years of practice. The restless use of war in the protectorate economy may be proof that it has succeeded in mobilizing the economic forces of the Protectorate in accordance with the demands made. I cannot see why this kind of central control is abandoned in favour of the immediate right of intervention of the Reich Minister for Armament and War Production, especially since this entails serious political disadvantages. I would ask you, Mr Reichsminister, to take my remarks as an expression of the most serious concern. In view of the tasks entrusted to me by the Führer, I believe that I am obliged to add, in time and with the necessary openness, to the difficulties which will now arise for my work. At least the implementation of the Fördererverlässung must be designed in such a way that a fragmentation of the imperial power does not occur. This presupposes that central planning is carried out exclusively by me.
