The principle of a territorially limited, but objectively comprehensive German authority in the protectorate (territorial minister) confirmed with this establishment is thus thoroughly broken. In this process, I shall inherit a source of danger whose significance should not be underestimated, if, I believe, it has been possible to bring the various interests of the Reich to a common denominator, to ensure that they are united and effective towards the Czech population and at the same time to maintain their will to cooperate, this was not least due to the unity of the imperial power, which had been embodied by the Reichsprotektor so far, now by the German State Ministry for Bohemia and Moravia, which was also perceived as such by the Czechs. In the centralization of the imperial power in Prague, prominent Czech circles also saw the rich expression of the autonomy of the Protectorate and, according to the German Ministry of State, rated it positively. It cannot be reconciled with this uniform and comprehensive preservation of the Reich's concerns under direct responsibility towards the leader as entrusted to me and corresponding to the position of my authority as a Supreme Reich Authority that a specialist minister directly exercises powers in the Protectorate and vis-à-vis the autonomous organs. The need for coordination of all government measures must necessarily suffer from this; my authority in the Protectorate is further undermined at a time when it is more necessary to strengthen it.
