However, this uniform use, as far as the protectorate is concerned, was already fully guaranteed by the rights of instruction due to the commissioner for the four-year plan. In this regard, the implementation of the orders and guidelines, which are exclusively addressed to the Reicheprotector, was in its hands, a procedure that, according to my conception, has been smoothly implemented and proven in many years of practice. The restless use of war by the protectorate economy is probably proof that it has also succeeded in mobilizing the economic forces of the protectorates in accordance with the demands made. I cannot see for what reasons this kind of central control is abandoned in favour of the immediate right of intervention of the Reich Minister for Armament and War Production, especially since this entails major political disadvantages. I ask you, Mr Reichsminister, to consider my remarks as an expression of the most serious concern. In view of the tasks entrusted to me by the Pührer, I consider myself obliged, in good time and with tsar/flitoring, to point out the required openness to the difficulties which will now arise for my work. In addition, the implementation of the Führer's decree must be designed in such a way that a fragmentation of the imperial power does not appear. This presupposes that central planning is carried out exclusively by me.
