118 - E - Moravia as the supreme authority in charge of all government activities in the Protectorate. The principle of territorially limited but objectively comprehensive authority in the protectorate (territorial minister) confirmed with this establishment is thus thoroughly broken. I have a source of danger in this process, the importance of which should not be underestimated. If so far, I believe, the Protectorate has succeeded in bringing the diverse interests of the Reich to a common denominator, in a united and effective way towards the Czech population and at the same time in maintaining their will to cooperate, this had its reason not least in the unity of the imperial power, which was embodied by the Reich Protector, now by the German State Ministry for Bohemia and Moravia. At the same time, in the centralization of the imperial power in Prague, prominent Czech circles also saw the rich expression of the autonomy of the Protectorate and, as I was reported to me confidentially, rated the establishment of the German State Ministry accordingly positively. It is not to be reconciled with this uniform and comprehensive respect of the Reich's concerns under direct responsibility towards the leader as entrusted to me and corresponding to the position of my authority as a Supreme Reich Authority that a specialist minister directly exercises Befigniese in protectorate and vis-à-vis the autonomous organs. The need for coordination of all government measures must necessarily suffer from this; my authority in the Protectorate is further undermined at a time when it is more necessary to strengthen it.
