La - 2 - which is the responsibility of the security police and the SD, requires constant contact with the competent authorities. I must therefore continue to exercise the right for me to negotiate directly with the circuit leaders of the NSDAP in the Protectorate - also with the district leader in Prague - when and where it seems necessary to me. In these cases, it is logical for the sovereigns to be informed of the party liaison body; I am obliged to report to my superior if necessary, on the outcome. I may point out in this context that these meetings are often not inspired by me, but by the circuit leader. Furthermore, I will of course discuss questions relating to the whole Protectorate, not with the various circle leaders individually, but with the party's association. However, if Oberbereichleiter Schulte-Schomburg were to take the view that I did not have to negotiate with the district leaders without his knowledge, I believe that he would have to enforce such a regulation in the party sector, i.e. that the district managers would be given a corresponding instruction from their superiors. i 44-Standartenführer 38592 1 Anlage
