23 To the leader of the motor group Egerland and NSKK liaison leader o-Toadre- in Karlovy Vary. I Dear Pg. Müller-Seyffert! On the basis of the meeting with the commander of the police, Lieutenant-General of the Riege police, on the 1.6. d.J. concerning the possibility for NSKK to operate in the transport life of the Protectorate - with full approval of the Deputy Reich Protector, //-Oberst Group Leader and Chief General of the Daluege Police - I would like to conclude by pointing out that the above-mentioned activities of the NSKC can only be carried out by mutual agreement with the Reich Protector in Bohemia and Moravia, who is solely responsible for the political leadership in Bohemia, and as its basis our present discussion as well as the content of the letter of the /-Ogerst Group leader Dalueg dated 18.3. The directives of the Reichsprotektor are addressed to the agent for local transport, Oberregierungsrat Kapuste, who is therefore well informed about the tasks in the field of transport and how they can be carried out - adapted to the political situation in the Protectorate. It is only possible to involve the NSK in these assignments to a limited extent with regard to the particularly stored conditions in the foreign-völker region. In particular, it is the lack of German people in Bohemia and Moravia, which excludes at least for the duration of the war the activities of the NZK in the Protectorate as well as in the rest of the Reich. Otherwise, a large number of German peoples would have to be drawn out of administration and economy, but in particular out of the high-speed arms industry of the Protectorate and, if only temporarily, withdrawn from the immediate war-related reserve.
