STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 1931, sig. 109-6/23
English Translation
18 - 2 - the lack of German people in Bohemia and Moravia, which excludes at least for the duration of the war the work of the NSkk in the protectorate as well as in the rest of the empire. Otherwise, a large number of German people from the administration and economy, in particular from which the defence industry of the Protectorate was running at full speed, would be pulled out of the immediate war-related Eingatz. On the other hand, the Minister for Economic Affairs and Labour, the Armaments Inspector, the Military Officer for Bohemia and Moravia, and other bodies have repeatedly protested and stressed that work in the armaments industry is more important than, for example, carrying out transport controls on the road. I must support this view without reservation. I would therefore like to ask you to limit the activity of the NSK mentioned to the utmost extent: such controls are constantly being carried out by the autonomous executive bodies under the authority of the Member States. On the other hand, I believe that a NSkk transport support service on the transit roads, which would require few forces, could prove to be a useful complement to the state measures. There is nothing in principle to prevent the NSK's appropriate involvement in the training required in connection with the switch to generator drive; however, I would ask you to coordinate your actions with the local transport agent in this respect. Finally, I welcome your efforts during the meeting on l.6. I would like to thank you very much for this, and I take it that all the doubts that may exist now will be raised.
