December 14, 1942. To the Gaubeauftragter für das Winterhilfswerk des Deutschen Volkes, Head of Division H o y e r, St.S.VI A-3 b/42 Reichenberg, Waldzeile 14. P Samnlungen für die Winterhilfenwerk des deutschen Volks bei Czechen. errd A432.42 80 n07 Dear Perteigenosse Hoyer! I have taken note of your letter dated 26.10.42 and the clarification you have provided in detail for the future handling of WHW collections in the Protectorate. However, I must keep in mind that, in recent months, a politically failed procedure has been introduced in the Protectorate with regard to the collections of the Winter Fund in the Czech Republic. You admit yourself in your letter that the call for donations was "preliminarily addressed to German followers", i.e. an advertisement with Czechs was by no means excluded. It may be correct that basically only German or German-led companies were approached. If only these companies had been asked to make donations as such, I would have had no reason to intervene. However, in many cases it has also been demanded that such pirmas be made by their workers and employees, who are mainly Czechs, The fact that the contributions made for the WHW from the Czech hand must have been quite considerable was already apparent from the fact that those who auditioned for the head of my Department of Cultural Policy showed the employees from you that a transfer of these collections would mean a significant loss. In my letter to Gauleiter Henlein, the circular which could be considered for use in the protectorate was already far more obvious to me. Numerous -2
