Whereas, up to now, postal consignments can only be checked by bodies of the Ministry once they have been handed over to the consignee by mail; whereas, however, with a view to increasing the trade by mail, it is urgently necessary that mail be subjected to in-depth checks; I would therefore ask that the Divisions VIII/l and IX be instructed to authorise specially selected inspectors of the Ministry of Agriculture and Forestry to check baggage on rolling trains and platforms, as well as postal consignments at the post offices, as far as there is a suspicion of fraud.
