Nevertheless, the production of these state and official publishing houses is usually not cheaper than for private publishing houses, in many cases even the costs are higher and the state enterprises therefore mean a burden rather than a source of revenue for the state. For this reason, the fight against these state companies is justified and the assertion that the sense of responsibility is receding here is probably correct. Despite the efforts of the state publisher, which have been shown here, to continue to expand its position, there is hardly any danger that a complete monopolization in the book trade will be carried out. The detailed approval procedures and the concession system mentioned above mean that the control of the state over the private school book publishing house and the textbooks published by it is expanded to such an extent that more stringent monitoring is hardly possible.
