Eh - 39 - Distribution of poor books on the basis of glued con troll certificates. This kind of distribution was maintained by the German school book publishers of Czechoslovakia. Today the distribution happens so that with the middle school books on 2o control certificates a free copy is delivered, with elementary school books already on lo. The main school authorities are supposed to submit the control certificates to the publishing house, but most of the school directorates directly contact the publishing company. In the case of the poor pieces on elementary school books, an exception to the delivery ll/lo is allowed. If the publishing house in question is in competition with the state publishing house, it is also allowed to deliver 5/4 (see below). The development of the Czech school book publishing house was different. Until 1925, the distribution of the poor pieces was not regulated by control certificates. The reason for this was stated by the Prague panel, X, that the bills were often not used; moreover, the various textbooks did not always get where the need actually arises. Consequently, the poor libraries were granted an adequate number of free copies. For example, 20 - 25% of poor areas were counted, i.e. about the same percentage as the state publishing house.
