14 - 1o - have the same subject-matter (book, copper, steel, wood, stone printers and the like, including pedal presses; then bookshops, including bookstores, art and music shops) are subject to concession. The literary activity, the self-publishing right of the authors and the exercise of the fine arts are not subject to the trade regulations. Applicants for book trade concessions have to identify themselves with a "sufficient general education" to operate this business. This sufficient general education is not specified in the law or in the regulations. However, the requirements for handling these provisions are very low. In most cases, proof of a secondary school, a four-class civic school or an institution established in the same way, but also of employment lasting several years in one of the trades mentioned above, is sufficient, it is at the discretion of the authorities whether they consider the applicant's special qualifications to be given. As a rule, the concessional trades referred to above may only be established in places where a political district or provincial police authority has its seat.
