32a - 4 - high schools must no longer have a total of 35 pupils. Class 4 parallol trains must be moved to dic-. Klassc, so parallel trains must not be allowed. Example: Class 4 has 2 parallel trains; Class 5 only 1 parallel train is allowed. Or: Class 5 has 1 parallel trains, Class 5 may have a parallel train. In addition, the parallel trains may not contain more than 35 pupils per year; the 4th classes of the schools leading to dissolution may be reduced by one parallel train each of these schools, when 5th classes are attached to the remaining schools; these 5th grades may also take up only 35 pupils each. I am aware of the fact that these measures, which I consider necessary, are designed not only to bring about a major change in the structure of the Czech higher education system, but also to the Czech population of the Protectorate at all.
