I raise no objection to the establishment in Jitschin of a master school for cabinet makers. I do not agree with the new establishment of a trade academy in Pibrans, but I agree that the number of parallel classes in the Czech professional colleges of the protectorate is increased to the extent necessary. However, with the dissolution of some schools and the dismantling of a number of other institutions, the problem of the Czech higher education system alone cannot be considered as being solved. If necessary, the increase of such schools could be considered, and I therefore believe it is essential to fix a maximum of 40 pupils for the first year of school 194l/42 for the 1st year of all Czech higher schools, on the condition that parallel movements to these 1st classes should not be established. The lower level of the Czech secondary schools ends with the 4th grade. With the transfer to the 5th grade the transition to the Oberstufc follows. After the successful completion of the 4st grade, the student has the opportunity to move to a specialized school or enter into practical life. Unfortunately, too little use has been made of this possibility in recent years. In the interest of a healthier stratification of the Czech people, it is only a small selection of the unusually high number of pupils of the 4th classes to the upper level.
