25 -4 - It is to be expected that parents of 'students who are disembarked at the end of this school year as a result of the selection process from the Czech higher schools would try to accommodate their children at German higher schools by suddenly discovering their buried German folkdom, such attempts would not be allowed. A takeover of such pupils in German higher schools could not be considered. On the other hand, it should be considered whether a parallel train of Czech-speaking children coming from the Czech schools of the people and citizens would be to be set up at the German secondary schools at a later date, starting with the lower class. At the same time as the student selection, a selection of the teachers would have taken place, which would continue to teach to the Czech higher schools. In addition to the scientific and pedagogical proficiency, the highest reading principle would have to be applied to the degree of mastery of the German language in words and phrases. For the various subjects of instruction, it would therefore be necessary first to select all teachers who master the German language in word and writing, then those who are at least partly capable of the German Language, etc. This teacher selection would be checked by the German inspectors at the Czech State School Councils. Teachers at the higher schools of the Great German Empire, to which the Czech higher schools also listen, must be required to speak the German language in word and writing. All teachers remaining in Czech higher schools would therefore have to undergo the German language examination by March 3, 1943, unless they were released from the examination by the authority of the Reich Protector. By this type of teacher selection, the future bilingualism of the Czech upper schools would be practically prepared. -5 -
