The Czech higher school system cannot remain in its present infancy. The Czech universities are closed. Their reopening is out of the question. Admission to study at German universities will only be granted to a very small percentage of Czech Abitur students Numerus clausus. The Czech higher schools, therefore, with their current unusually high numbers of pupils, can only be breeding grounds of a htelligant proletariat which cannot be classified as part of the national life of the Protectorate and, as a result of its lack of aim and future, must form a permanent element of unrest. At the end of the current school year, the Czech higher schools of the Protectorate will remain at the current 8th grade 73 246 pupils. In addition, there will be a small number of pupils who will fail at this year's maturing exams. It cannot change the picture significantly. A) The most effective means of achieving a permanent restriction on the Czech higher education system would be the introduction of a numerus clausus. I. Introduction of a number of 40 pupils each f for admission to the 1st class of Czech higher schools from the school year 194l/42. Parallel classes may no longer be formed.
