- 2 - According to this regulation, the law. I would therefore ask that the establishments in your area of competence be prohibited from answering questions still used in the case of surveys subject to authorisation, which do not bear the approval note of the Central Statistical Committee. The Minister for Armament and Ammunition has already issued such a ban on his area of responsibility by decree of 3 May 1983. If appropriate, I would ask you to ensure that the Central Statistical Committee is immediately informed of the results of unauthorized surveys and to point out that they do not suffer from the non-response to be made by the nonresponding, but not approved, surveys. On this occasion, I would like to make it clear once again that the obligation to approve economic statistics is absolute in that the surveys are subject to authorisation without regard to the name and the Zyeck and that the approval of the Statistical Committee cannot be replaced by any other body or by a request to carry out a survey. The main reasons for the authorisation requirement are statistical surveys of the NSDAP and their breakdowns (in contrast, the surveys carried out by the interpretative front are subject to the authorisation obligation), the collection of documents for tax liability by the competent financial authorities, simple findings in cases of disasters, as well as single questions or queries in the context of an ordinary exchange of letters. From the prohibition on the execution of unapproved Prague certificates issued to the establishments in accordance with paragraph 2, I ask you to also inform your subordinate departments and to instruct them once again, with a view to doing so, to strictly comply with the authorization requirement when planning and ordering surveys. In the light of the fact that there has recently been a significant increase in the number of infringements of the authorisation requirement in the authorities and other departments, I think it is important that this should be done.
