Guidelines 28 for the granting of Reich loans and Reich grants (Reichshilfe) for the promotion of popular economic aid in the Protectorate of Bohemia and Moravia. 1. In special cases where the examination has shown that the granting of a richly guaranteed loan in the framework of the Volksdeutschon Wirtschaftshilfe does not provide sufficient assistance, aid from budgetary resources may be granted in addition to the loan guaranteed or to be granted to benor Stolle. (a) interest subsidies may be granted in order to reduce the interest to be paid by the beneficiaries of loans guaranteed by the rich in cases where such interest is not bearable in the economic situation of the borrowers. In particular, the grant of such grants will have to be extended to a limited period of grace, which is exemplified by the repayment of the aid.The rate reduction should not initially exceed one year, but may be extended in the same or at a reduced rate if there is a further need. The amount of the interest subsidy is determined by the economic necessity; it is not intended to lower the interest rate below 2%, in exceptional cases which are particularly justified. (b) Any reimbursable loan may be granted in cases where it is established by an in-depth examination that the grant of a grant is justified but cannot be obtained by a richly guaranteed loan, but it would not provide sufficient assistance, even if an interest-rate subsidy were also to be paid. In exceptional circumstances, the interest rate may be reduced to the same extent, in particular for a limited initial term, as may be achieved through interest subsidies (see (a) last paragraph).
