In 1939, 6 residential houses with 86 apartments were already under construction; the construction of further houses in 33 municipalities was prepared. Increased attention was paid to the care for the health status of railway workers and their children. The organization of the railway company was temporarily changed by the government decree of 20 January 1939 No. 2 Coll. I/1939 on the regulation of the duties of the Ministry of Transport and on the organization of the state transport operator activity. It united the former state railways and the post office as a company on 1 January 1939. By government decree of 13 July 1939 No. 178 Coll. This regulation was repealed again via the Czech and Moravian Protectorate Railways and via the Protectorate Post. The Czech and the Moravian protectorate railways were entrusted with the management of matters relating to the state's activities in the railway sector under separation from the postal administration. A Director General is at their head. The Ministry of Transport was reorganized, with the main aim of simplifying the administration to achieve greater economic efficiency. The areas of the railway maintenance sections and heating house lines, as well as the safety and telecommunications service were re-regulated; the signal workshops in Königgrätz and Olmütz were abandoned and designated for the area of each railway direction for this service line inspectors.
