My personal opinion is that the second report to the Czech reader could easily give the impression that political considerations had led to Klapka's arrest, while from the 1st edition of the report, the second one, the first one, was the subject of a debate. Report indirectly shows that with significant German thoroughness all circumstances were investigated and the anti-state activity was clearly proven before the arrest took place. e.g. Wolfram von Wolmar.
