But even if the funds for the establishment of HJ homes by Czech-led municipalities were made available, I see here in contrast to the view of the Gauleitung Niederdonau nothing shameful, all the more so since the Czech municipalities financed their own cultural institutions for decades by German taxpayers' money, and in the concrete case it would only be a reparation. 8) The proposal made in the penultimate paragraph of the letter to the Secretary of State to establish the places in which HJ-Heime is needed has, moreover, long since been implemented, since, of course, we too, in each case, are carefully considering all the resulting needs. The determination of the number of 2 to 3 homes in each district of the Oberlandrat is completely indisputable, since this matter has to be assessed not schematically for all districts of the Upper Land Council, but according to local circumstances.
