To the letter from Mr. Gauleiter from Nieder donau to the State Secretary I take the following statement: 1.) The need for the provision of shelters for HJ work is undeniable. The homes of the HJ are a fundamental prerequisite for the work at all. 2.) In the whole Protectorate of Bohemia and Moravia, there are at present almost no rooms or even suitable accommodations. 3. From the beginning, I wanted to initiate the establishment of homes in cooperation with the party, in particular with the circuit leaders. These attempts went through months and had practically no results. 4.) As a result, I decided to push forward this whole affair on the part of the group Youth at the Reichsprotektor, both through the authority of the Lord Reich Protector, as well as through its subordinate departments; all the more so because in the Old Kingdom the provision of HJ-Heimen by state and municipal authorities is followed by the law on the home acquisition of HY of 30 January 1939. 5.) On the basis of this consideration, I requested the extension of the above-mentioned law to the Protectorate of Bohemia and Moravia. As a number of difficulties arose in this regard, which were not to be avoided at the moment, the parties in the House (Under-Secretary of State, Division I) decided the matter first of all on an instruction to the Lords Oberlandrats
