16a -2 - It can therefore be concluded that at present there is no compelling reason to take the measures to be discussed in order to provide the working population with bicycle tyres. Whether for other reasons - for example from the point of view of optics - such measures appear to be necessary, I cannot fully assess. However, Jch is allowed to cite the reasons which in my opinion speak against the inclusion of bicycles of certain categories of persons and against a ban on pleasure rides with bicycles to a certain degree: 1. Also in the rest of the Reich, one has hitherto deliberately distanced oneself from corresponding orders. 2. The recording of bicycles or bicycle tyres to be drawn in on the basis of such arrangements would, in experience, require a considerable apparatus which is unlikely to be in proportion to the expected success. 3. The bicycle covers and hoses produced in recent years do not tolerate a longer storage due to their large substitute content. 4. Bicycle tyres will only be handed over to those persons who need the bicycle to carry out a war-related activity 2. Also the purchase of bicycle frames will soon only be possible on a reference note. However, since on the one hand the circle of persons with war-relevant employment, i.e. especially the labor force, p.E. the possibility to use a bicycle on Sundays for rest and relaxation from hard weekly work, on the other hand, other persons no longer receive new bicycle tyres allocated, so at most those in their possession can still ride off, it is not necessary to stop the pleasure rides.
