Annex 2 101 Exclusion from the provisions applicable to duty-paying service letters and postcards from the surcharge for non-freed shipments. I. Permitted consignments. For non-exempted duty-paid service letters or postcards, which are referred to in paragraph II above, only the simple amount of the shortfall shall be reclaimed. II. External marking. The consignments must bear on the label page - as far as possible in the lower left corner - the words "subject to fees" and must bear the stamp of the sending authority. III. Participating departments. 7.
