STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 29, sig. 109-1/33
English Translation
I would like to point out in particular that the existence of teachers in the German territory is not an easy one. In the almost completely Czech Ümwelt, our own accommodation and catering is very often very difficult. The psychological strain resulting from this is very strong. In this context, the local class system still in power is very strongly attacked in teacher circles. Because of the local class system, the teachers in the province receive lower salaries for their rather deprived existence than their counterparts in the city of Brno. No wonder people are hard to keep outside. The Federation of the German East tried to remedy the maladministration by means of a compensatory allowance, but a state regulation seems necessary. As a whole, I would like to say that the German teacherry is honestly trying to fulfil its duty in this area, which is also evidenced by the small number of disciplinary cases, and the resulting visual acuity must be sought primarily in terms of conditions and not of persons. The German elementary school in the local area does not so much fulfil the function of an ordinary learning school as a high-ranking mission. FBayl
