Crisis of the institution "Oberlandraten-Inspekteure" I have the firm conviction that this conception and this idea of the Oberlandratn-Inspecteurs have pre-fabricated the Obergruppenführer Heydrich, the great practitioner in the organization and management of a governmental apparatus, the master in the "technology of governance", when he created this completely new and original institution. The fact that he no longer succeeded in putting this idea into practice until the very end and in bringing it into the indisputable forms of legislative determination and clear instructions of service, and in clarifying and deepening it through his practice, brought about a uncertainty and crisis in the whole institution of the Higher Councils, which they still suffer from today. (b) Problems. 1.) Limitation to administration. The first dilution of the purpose and idea thus characterized was given to the Oberlandrats-Inspek- ere by the appointment of a "general manager for administration", to which they were directly subordinated and whose substructure they constituted. This dilution lies at a twofold moment: a) in the fact that the Oberlandrat inspectors were no longer directly attached to the top German leaders, but were only indirectly connected with them by the intermediary general inspector; b) in that this "general inspector for administration" was appointed to them, which brought with it a very substantial limitation of the whole institution and a alienation from its original idea; for - 7 -
