52 1003 To the SS-Sturmbannführer Oberregierungsret Dr. Giess, Prag Cerninpalais. I./Ku. 9.1.1940. xeuntuuequnas Following the oral discussion of 25 December from the following, in which you sent me a letter by the Ministerial Councillor Dr. Bertsch to the Superior Councillors in Bohemia and Moravia from 1-7 December v.J. After my negotiations with the Reichsarbeitsmi- nisterium iat at the moment, it is not to be expected that Hittel will be put at the disposal of the Reich for housing. This possibility exists if the housing enterprises concerned submit themselves to the provisions of the Czech Ministry of Social Affairs. However, I have concerns insofar as this Ministry thereby 1.) influences the housing companies and on the reduction of the housing and 2.) anticipates the size of the dwellings, the maximum size of which is 52 m2. Nevertheless, in my view, this change must be accepted at first, until the Reich declares itself willing to make funds available on its own initiative. b.) The experience in the Reich has shown that the involvement of the municipalities as builders is ineffective for reasons of peace: 1.) The construction is denied, since the communities are not able to set the right prices with the builders due to lack of experience. 2.) The administration of the dwellings by the Geneinde offers the mayor difficulties, apart from the workload, insofar as the mayor often has to accept tenants for political reasons, who can refuse to accept an apartment. .1.264
