82 page 4 of the report to the Lord Reich Protector of 15.12.1939 stated that a loan could be granted if it was included in the statutes of the Passus, which is the purpose of the cooperative also the construction of settlement houses. Furthermore, the Bodenant demanded a name change. This was carried out by me and was allowed to register. When the examination of the Juriston of the Bodenamt after the change had been satisfactory, a ternin was agreed between a speaker of the Sodenante (Mr Herzig) and Mr Lahsberg, employed by the cooperative, who collected the money (700.O00,-- RM) from the Böhmisches Eskomptebank. On this morning in question, however, there was no payment of the money, because in the meantime a set revision of the Land Office prevented the payment of such credits. However, since there was always only talk of the beds of the soil office, which it could handle for a few days, an advance on the loan in the amount of 30,000.-- RM was paid out by the ground office. As one certainly thought from this side to the disbursement of the loan, it is clear from this that this sum of 30,000.- RM was granted without any security as an advance on the loan that would later be paid. In the meantime it has turned out that the loan did not come to be zahit. A further attempt was made to obtain a remedial report on the Deutsche Bau- und Bodenbank of the Reichsarbeitsministerium. Several meetings were held in Berlin with Dr. Ebel, Ministerial Councillor, and Mr. Neuer. The discussion was constantly conducted with Mr. Amterate Ge- venat of the group lo, who in turn formed Mr. Reg.Rat Ladwig. The negotiations before a favourable conclusion were interrupted by the outbreak of war on the part of the Ministry of Labour. Only recently, I was advised to submit a new application by the Ministerial Council of the Vienna Society, which I chaired, because there was a prospect of success. This application is currently being prepared and submitted to the next meetings. Furthermore, negotiations were held for an imperial guarantee, i.e. a Reichsbau loan. To this end, it was necessary for the Reichsdeutsche Bankinstitäte to obtain the permission to invest their funds in the Protectorate. Here, too, very few negotiations took place with the Reichswirtschaftesministerium (Ministry of Economics, Dr. Riehle), as well as with the Rentenbank - Creditanstalt and the Weimarer Mortgageinstütut. After checking the documents, the banks tried very hard to grant the approval. These negotiations were also interrupted at the beginning of the war. In addition, for months I was made aware by the head of the "Retog", Dr.Egerer, of the planned Reichswirtschaftshilfe. To be able to submit such an application certain forms were necessary. These forms were issued only two days ago. The documents for these forms are to l8.d.M. O0 •/ aht
