5/a 210 XVII. Combating the gypsy plague. The fight against the ggypsy plague has now been regulated uniformly for the territory of the Reich by the RdErl of the RF4uChdDtPol. in the RMdI of 8 December 1938 (RMBliV. p. 2105, Newsletter A p. 112): A. General provisions. I. Domestic gypsies. 1. (1) Whereas the experience gained so far in the fight against the gypsy plague and the knowledge gained from racial biological research make it appropriate to tackle the issue of gypsies out of the nature of this breed; whereas experience has shown that the hybrids have the greatest share in the crime of the ggypsies; On the other hand, it has been shown that the attempts to settle the Gypsies have failed precisely in the race-pure Gypses as a result of their strong migration. Therefore, it is necessary to treat the gypsies and the hybrids separately in the final solution of the ggypsy question. (2) In order to achieve this goal, it is necessary first of all to determine the racial affiliation of the individuals living in the German Reich, the Gypsies and the persons moving around according to the Gypsy species. Collection (3) I therefore order that all sedentary and non-sedentary gypsies and all persons moving by gypsy species should be recorded at the Reichskrim.-Pol.-Amt — Reichszentrale zur Befämpfung des Zigeunerunwesen. Notification (4) The Pol. authorities must accordingly report to the Reichskrim.-Pol.-Amt — Reichszentrale zur Beführung des Zigeunerunwesen (Reichszentral zur Gebührung der Zigeunenwesen), all persons who, according to their appearance, customs and customs, are regarded as gypsies or gypsy hybrids, as well as all persons travelling in gypsum manner, via the relevant Crimean-Pol-Pol, and Crimean police station.
