In the course of the unification of the criminal police, a uniform leadership of the youth register appeared appropriate and necessary. Therefore, the leadership of such a uniform model - provisionally ordered for the special services WKP. on 13th December 1938 by the RKPA. At the same time, the management of a statistics was ordered. The order of 13th 12th 1938*) states the following: I. The file material available to the criminal police about children and young people can be of considerable value for later personal assessments and for criminal biological purposes. Young people often also come into contact with the police because of inconsequential occurrences, without first being able to assess their further development. Experience has shown that some of them are in danger of falling into crime or asociality (prostitution), and this is true not only of the "accused," but also of the young people who are known as "injured," "dangerous," "witnesses," or "misses." It is not expedient for all these first small and insignificant cases to be krimpol. For this reason, already in the execution instructions of the RKPA. dated 19 May 1938, acts of young people (see point C. I a last paragraph) are ordered to collect the proceedings in investigations against children of minors in the WKP. To these WKP.-collecting files also processes are to be filed over young persons (up to 18 years of age), in which a criminal procedural interest does not exist (e.g. missing processes, endangering processes,) or copies of interrogations, at all any material arising from the WK P. about punishments and young people. This does not rule out the possibility that, in cases of serious crime for young people and even for criminal offences, acts of persons will be drawn up, which will then be accompanied by the material already available in the WKP collection. )See newsletter B page 55.
