In the course of the unification of the criminal police, a uniform leadership of the youth register appeared appropriate and necessary. Therefore, the leadership of such a uniform model - provisionally ordered for the special services WKP. on 13th December 1938 by the RKPA. For this reason, already in the execution instructions of the RKPA. dated 19 May 1938, acts of young people (see point C. I a last paragraph) are ordered to collect the proceedings in investigations against children of minors in the WKP. To these WKP.-collecting files also processes are to be filed over young persons (up to 18 years of age), in which a criminal procedural interest does not exist (e.g. missing processes, endangering processes,) or copies of interrogations, at all any material arising from the WK P. about punishments and young people.
