J14a - 2 - The said Commission should be responsible for the coordination and compensation of all the troop requirements referred to in paragraphs IV and IX - XI of the Treaty. The Commission's task here is to determine whether and to what extent the different types of goods can be exchanged according to the possibilities offered by the Iand and whether and which suitable substitutes can be supplied.
