129 I listed in this letter the concerns raised by me in the meantime against this action. In a meeting of the narrower circle staff on the 2nd of March I informed my employees about the upcoming action. On the 25th of March I received an urgent letter from the party liaison office, which was accompanied by a draft circular to the local group leaders, in which the reasons - for being tough, why the Germans in Bohemia and Moravia should be included in the action. The following sentence was also included in this draft: "In order to avoid a more or less large dissension among the affected German circles, it is necessary to immediately ensure from the party that the Germans in Bohemia and Moravia are immediately clarified in an appropriate way about the background of the action." However, this clarification should have taken place under all circumstances before the publication of the regulation, namely 2 - 3 weeks before. The circle leaders were thus informed much too late and cannot be held responsible for the fact that in the meantime an important dissension had already been established in the German population, which is of course more difficult to remedy afterwards than to prevent it. I received from the head of the Gaustabsamt - orally the announcement that the short wave action extends with the consent of the head also to the Germans in Bohemia and Moravia. The services of the NSDAP are there - excepted. On the same day I called the Brno Ortsgruppenleiter for a meeting in my office and informed them of this situation. They explained to me - in the wish that it may be made use of to the greatest extent possible of the provisions of the regulation. I issued a strictly confidential and urgent circular to the party services in some county areas, explained the regulation, stressed that it had been issued in agreement with the party and issued the justification for the regulation and related instructions. In particular, I commissioned the local group leaders outside of Brno, before 5.4. On 29.3. I received from the head of the Gaustab Office the written confirmation of what he had already communicated to me by telephonic means on 26.3.
