IV. The motion emphasizes the absolute equality of all nations in the state , as it is proclaimed in Chapter I in particular . Here, however, the serious question arises as to whether the equality of nationans in states is to be understood in such a way that the way of governance would be adapted only to the needs of a single national group, whether other groups /Chechen/ do not want this at all or it is absolutely impossible for other groups/Poland/ to realize it. These groups are transformed into a gross inequality, which in itself shows serious doubts about the correctness of the path chosen by the application. V. From the point of view of general government policy, it is important to be aware of the scope of the application.The opinion no longer adheres to the reliable ground of the applicable legal order, but also endeavours to consider as objectively as possible how the application expresses itself from the viewpoint of the individual of its points in the organization of the state and its administration. 1. It is, of course, certain that the request itself stresses that the implementation of these particular points would require very substantial changes in the legal order(and in particular the instrument of constitution in particular) The opinion cannot naturally respond to the request from the point of view of the political viability and feasibility of the individual proposed regulations, but considers it necessary to make itattention that the application in or in that direction exceeds the limits which are set out in the proposal.
