As regards the principle of proportionality in transfers of regional self-government associations, it is only possible to comment on the principle as soon as the Government's proposals on the organization of the self-governing of peoples and ethnic groups are available. First of all, it should be noted that the management of the supervision by central authorities is a matter of course, in fact, of compliance with the rules of the Staff Regulations, which would not require any further mention.
