Only the proposed provisions of points Ba and b, which make it clear that the principle is that children, including young people who are liable to criminal penalties, and the judges, on the other hand, must be of the same ethnicity X, are, however, only an approach to a very general principle in a sub-area. To D: The principle already laid down in the Constitution in § l28 that no citizen should be discriminated against because of his or her ethnicity did not constitute an obstacle to the grossest discrimination of non-Czech nationals in the distribution of subsidies and contributions from public funds. The principle of the Constitution, which is specialised in subsidies, and the version of the Statute of Nationalities, therefore promises no more effective protection until the distribution of subsidies and contributions from public funds is made by law to the individual peoples and ethnic groups, which would then themselves have to carry out the further distribution through national self-government.
