This recognition is a fruit of the national struggles in the old Austria-Hungary and found its expression in the various constitutional drafts and state laws in the ancient Austria. The Czech politicians of all parties have been the strongest champions of a constitutional anchoring of equality (equality) between peoples and ethnic groups (tribal tribes) since 1848. Thus, in the petitions of the so-called Wenceslasbad Assembly of March 1 848 in point 4: "complete equality of the Bohemian and German nationality". The following request is particularly sharp and clear about the attitude of Czech politicians to this question: "No nationality is granted a political privilege before the other". As co-signor, the leading Czech MPs Pinkas and Rieger l848 submitted this request to the Constitutional Committee of the Kremsier Reichstag, as the proposed version of the first sentence of § 2l of the draft Constitution seemed inadequate to them, which read: "All tribes of the Reich are equal."
