163 - 7 - The principle of equality can have immediate practical effect only if a/ the laws and regulations contrary to it are immediately repealed, b/ the decrees and instructions of the authorities are withdrawn and c/ the administration of the authority of the state bodies is ensured. Since, therefore, § l28 of the Constitution has proved to be wholly inadequate and ineffective, a complete reform of the entire legal system is necessary, as proposed in the sketch for the reorganization of the state presented by the Sudeten German Party to the Czechoslovak government. By the way, in point 4 of this section, the distinction between nationality/nationality/citizens and the concept of so-called linguistic inertia of citizens is merely the determination of the hitherto undisputed prevailing view and interpretation according to the Minority Protection Treaty. What is significant, however, is that this equation does not apply to the principle set out in point 5 that belonging to a particular language and race must never be an occasion to be called a "state-indefensible person". If, in itself, it is strange that in the statute of nationalities the statement "state indefensible person" is accepted, then the "democratic" spirit of the state is most strongly affected by it.
