-22 - Self-administration of higher education institutions. § 43 . /1/ Higher education institutions are entitled to choose their own institutions and internal administration without regard to their language of instruction. /2/ The more detailed rules contain the applicable rules on the organisation of higher educational institutions and on the service of university teachers. IX . Part . National self-government in the fields of folk education. National self administration in the areas of public municipal libraries. § 44 . /l/ The public libraries of the municipality serve to supplement and deepen the education of Czech-Slovak citizens. /2/ In municipalities; where nationals of a nationality form a minority, a special library or department of the general library is established in their language under the conditions laid down in the regulation on public municipal libraries. Its administration is provided by a library council composed exclusively of members of that minority.The effort to establish and maintain it, which is borne by the community, is determined by the number of members. /3/ The more detailed regulations contain the applicable regulations, which also determine in which way provision must be made for the formation of very small linguistic minorities.
