Of the 3 million Germans who were assigned to the Czech Republic against their will, only about one million remained, of whom the Memoire III told the diplomats gathered in the Paris suburbs and the world that they did not live in a closed settlement area, but scattered. Finally, in order to reassure the general public, Benesch made the statement that the new state, as the basis of national rights, is to adopt the principles that apply in the Constitution of Switzerland. He also knew that the liberation of the "subjugated" small peoples would give the world war an ethical-moral return and that the establishment of the Czechoslovak state would only make up for the 7oo years of violently interrupted continuation of the Slavic kingdom. Finally, he claimed that only the republic extended around the German border areas was economically viable and that the unity of borders within the "his- toric countries" had to be maintained. But the decisive factor for the creation of this state was ultimately the desire of the Allies to counter the German urge for the East with a highly equipped insurmountable bloc, which should be able to hold Germany down in the East. Even the great "world democrat" Masaryk did not hesitate to claim in his first state-law declaration that the Germans were called into the country by the Przemyslid kings as "colonists". It was therefore only cheap for the Germans, according to Czech opinion, that they behaved favourably towards their guests as guests. By no means could they, as tolerated colonists, demand the same rights as the indigenous Czech population!
