(ii) to ensure freedom of association; an amnesty has been issued which, if one considers the offences to be amnestible, appears to be one of the most comprehensive, i.e. has been enacted in the state so far. It is also true that this amnesty offers opportunities on the basis of an individual amnesties to eliminate the unjust effects of an irregular justice that is biased in naive-political ideas. However, it is also true that these practical measures for the realization of these possibilities have so far failed to meet the expectations of the German population in the state. In the same way, measures were omitted which would be suitable to reduce the potential danger to all citizens of German nationality arising from the irregular legal process by referring to § 6 of the Protection Act. Thus, the need to restore the constitutional legal status of the citizen practically in everyday life remains. This means that a system must be liquidated that has made it necessary for Amneatia within a very short period of time and that one of its victims demands anew every day.
