These guidelines were communicated to the South Tyrolean settlers with the rapid letter of the Reichsführer 2, Reichskommisfars for the consolidation of German folklore, dated 30 April 1940 — O/21 c/9.1.40/Dr. La/Tr.— (f. It is therefore self-evident that during this first, immediately following the collection supervision, they must be helped the transitional period until full economic independence is obtained. This assistance is provided by the Umfiedler-Kreisfürsorgung, which was created at the suggestion of the Reichsführer 4, Reichskommissar for the consolidation of German ethnicity. It is based on the circular decree of the Minister of the Reich of the Jnn of 9 January 1940 and the "Regulations on the welfare of the city and districts for people-German and rich- German Umsiedler (Umfiedler-Kreisfürsorgung)" annexed to this nunder decree, which have since been amended and supplemented by various circular decrees and by the 4.
