61 Groups I to IV are divided as follows: Level A: Participants of war and injured persons (damaged persons of war) also Survivors of murdered People's Germans. Applications from this group must be dealt with as urgent requests. Level B: Proven members of the NSDAP. and their divisions, victims of labour and persons who have earned merit in the struggle for ethnicity, children's wealth in accordance with the provisions of the Mother's Honour Cross and persons associated with the new Eastern territories in a sippical or performance manner. Level C: Survivors of war participants and injured persons, of proven members of the NSDAP. Level D: All other persons. Within the individual groups and stages, consideration must be given to the professional suitability of the applicants and their ability to perform independently. Applicants who have already been admitted to temporary establishments and who are covered by Groups I and II shall not be removed retrospectively on the basis of the order of rank; they shall be privileged to all applicants in the course of the training, taking into account their professional qualifications. If more applications are received for a type of establishment than there are holdings and a resettler is entitled to the assignment of a holding of this class and a value limit, he shall not be refused the admission; this shall also apply in relation to Group I if the applicant of Group I applies for a holding which he previously did not possess in the same or similar manner or if he previously was not in a managerial position in such a holding. The applications in question must be submitted to the GV.-gß=HTO. For reasons of war or economic or state policy, if in individual cases changes to the Nangordnung appear to be necessary, they shall be issued exclusively by the GVO.-G=HTo.
