Ia 54 The Reichsführer Neichskommissar für die Festigung Berlin, 3 July 1940. German popularity O/26/23.5.40.Dr. B./Bö. To the higher by- and police leaders as commissioner of the Reichskommission for the consolidation of German ethnicity. In the measures for the possession of Poland capable of Germanisation, e8 is a Germanisation = problem of great national political importance. The placement of these forces is therefore not to be carried out according to labour requirements, but rather the selection of the managers must take place primarily from the point of view that the goal of Germanization is achieved as quickly as possible. The selection of Poles is based on an extremely strict racial and medical examination, and only the best clans are determined for eating in the Old Kingdom. The aim is, on the one hand, to introduce racially valuable families to the German labour market, and on the other, to deprive the Polish people of those Nordic families from which, according to experience, the Polish leadership had used to complement itself in the main. II. The success of the measure depends essentially on the suitability of the managers to whom the Poles are placed as workers. Therefore, the selection of these managers must be made with the utmost care. Old party leaders as well as proven members of the party divisions must be used first and foremost. It is up to the higher and police leaders to take the appropriate managers and to use the help of the county farmers and employment offices, from which they can take proposals. In order for the technical and occupational aspects to be taken into account, the opinion of the competent district farmer and the employment office must be included in each notification of a job vacancy. The task of the management is to assert their educational influence in the fact that the Poles will soon rise into Germanism. Any defamation, both in the company and in the other life, must be omitted, since it is human beings of our blood. III. The work plans and the type of activity must be so designed that they do not complicate the goal of Germanization. An employment of the one-German-capable Poles as migrant workers, for example, is not possible. The salary must be paid according to the same conditions granted to the German, sedentary agricultural workers, i.e. not according to Neichstarifsordnung for Polish workers of 8 January 1940. Small families should have at least two large families at least three living rooms at their disposal. It also places great emphasis on the transfer of Deputyland in order to make the connection with the workplace tighter. Polish families are not in the possession of furniture. Jch, please, first of all, to stop the company leaders for the maintenance of the most necessary household furniture, moreover, I ask, if necessary, with the NSV. The social welfare offices are partly in the possession of furniture from deceased beneficiaries, who can be left to the Poles. In addition, I have asked the Minister of Labour to grant the families, if necessary, economic aid under the guidelines for the promotion of the taking up of work up to a maximum of 600 RM. The amount of this aid is mainly intended for the purchase of livestock and equipment. The security police surveillance is under the responsibility of the competent inspector of the security police and the SD., to whom the names and places of eating must be reported, even immediately after the settlement of each Polish family by the higher ß- and police leader.
