28k 40 With regard to the figures given in the annex, I expressly point out their involuntary nature. On the part of the leaders of the German ethnic group in Lithuania, it was frequently stressed that the total number of people Germans in Lithuania is significantly higher than the figures reported by the official Lithuanian statistics (40 000 to 50 000 instead of 28 000). However, the district lists sent by the ethnic group leadership of Lithuania also show only about 30 00o Volfsdeutsche. Even if the missing district XvII Zarasai is still taken into account in the establishment of ethnic group management, the total number of Lithuanian Germans would increase to only about 31 000. The nullity of the information given to the leadership of the German ethnic group in Lithuania, according to which about 45 000 resettlements are to be expected, would increase the figures calculated in the annex uni about one third. It is only after the definitive registration of the Lithuanian Germans by the resettlement command that it is possible to determine which occupational groups or which crevices would have a primary impact on this increase. The material sent to the plant is therefore not to be considered final, but can be considered sufficient for the initial preparatory work of the settlement staff. 2. It is important to ensure that the resettled Lithuanian Germans are properly accommodated both in the rural and in the commercial sector in every way. For example, it is important that the Lithuanian German farmers and farmers remain permanently in the first farm assigned to them. This can only be achieved if the farms provide a sufficient livelihood for the individual families of resettlement. The lowest farm size is a farm of 70 ha on medium soil. In the case of lower soil quality, corresponding land allowances must be made. As far as the question of the settlement of the Lithuanian Germans in the individual village communities is concerned, I have already issued corresponding statements in my order 19/11I of 22 July 1940. 3. Kashubenfrage im Gau Danzig-Westpreußen Part of the Lithuanian Germans intended for the Gau Gdanzig-Western Prussia is intended for settlement in the districts Neustadt, Karthaus and Koniß (in accordance with the settlement zone 1). However, an evacuation of Kashube for the purpose of the settlement of the Lithuania Germans is only possible for such Kashubei, 1. who, during the Polish period, have been demonstrably active in fighting against Germanism, 2. whose livelihood is not sufficient to feed their family and which must be regarded as capable of Germanisation in the Old Reich. The evacuation is carried out by the inspector of the security police and the SD. in agreement with the relocation centre. An overall solution to the Kashuben question in Gau Gdansk-West Prussia cannot be achieved in the context of the settlement of the Lithuanian Germans, as this would require lengthy preparations and a decision on the question of compensation cannot be taken at the present time. A settlement of Kashuben is therefore only possible in this case for the above-mentioned, narrow circle of Perfonen. Jm Auftrag gez. Greifelt 4-Brigadeführer
