A6a 16 The following orders or decrees were issued: The Reichsführer Reichskommissar für die Festigung Berlin, August 19, 1940. German folkdom O/13b/3. 7. 40/Dr. F./Klu. Confidential! Order 20/ll Post-Relocation As regards the treatment of those Reichs- und Volksdeutsche in Estonia who did not come in from Latvia and within the scope of the resettlement into the Reichsgebiet, but tried to obtain Estonia's permission to enter the Reich, I determine the following: I. Only Reichs- und Volksdeutsche (Reichs- and Volksdeutsche) are allowed to enter the Reichsgebiet afterwards. When examining ethnicity, there are sharp standards to be applied. Only in exceptional circumstances, people who come from mixed marriages or people who are married to foreign tribes may be recognised as people German in the sense of this order. II. Persons admitted to entry under point I shall be recognised: A. as consignors: 1. those managers or entrepreneurs who have remained in Estonia and Latvia with the permission of German authorities; 2. employees who have stayed in Estonia or Latvia because of loyalty and attachment to their establishments. In this respect, it is irrelevant whether it has happened with right or wrong. B. as refugees: These are all the others, i.e. also those who, in their personal opinion, remained in Estonia and Latvia for valid reasons, but did not comply with the clearly issued request of the Reich for resettlement in October 1939. The refugees first come to the camps of the Volksdeutsche Mittelstelle, from where they are later accommodated in the Altreich or put into work. An accommodation in the adjacent eastern areas is not possible.
